Measures for Inspection and Administration of Packaging Containers for Export of Dangerous Goods for Automobile Transportation (Management)

Chapter III Supervision and Administration Article 15 Packaging containers that have passed inspection shall be in accordance with the mandatory requirements of China's relevant national technical specifications and the provisions of the standards specified by the General Administration of Quality Supervision, Inspection and Quarantine, and shall be stamped on the packaging containers or printed and packaged, factory coded, and Production batch.
Article 16 The use of imported packaging containers or the use of packaging containers owned by foreign consignees shall be accompanied by the packaging performance issued by an inspection agency approved by the competent authority of the country of production that meets the requirements of the UN Recommendations on the Transport of Dangerous Goods. Article 17 Production enterprises and users of units shall correctly manufacture and use packaging containers, and establish and improve the production acceptance and use inspection systems of packaging containers.
Article 18 Inspectors of packaging containers for outbound dangerous goods for motor vehicles shall be examined by the AQSIQ and obtained the qualification certificate issued by the General Administration of Quality Supervision, Inspection and Quarantine before they are allowed to inspect the packaging containers of dangerous goods for automobile transportation.
Article 19 When transporting outbound dangerous goods, the shipper shall apply for the consignment according to the "Usage Appraisal Result Form" (original) issued by the inspection and quarantine institution. The carrier shall accept the shipment on the basis of the “Usage Appraisal Result Form” and carry out packaging inspection in accordance with the relevant regulations. When the goods and packaging containers are found to be inconsistent with the “Usage Appraisal Result” or if the package is found to be damaged or leaking, the carrier may not carry the shipment.
Article 20 Any entity that applies for the performance inspection and use appraisal of packaging containers for outbound dangerous goods of motor vehicles for transportation has objections to the inspection results of the inspection and quarantine institutions may apply for re-inspection. The specific method shall be handled in accordance with the provisions of the “Regulations on the Inspection of Import and Export Commodities”
