After investigation, the sewage treatment equipment of the Anqi Paper Mill in Qianfeng District was aging, and the waste pulp was directly discharged into the Luxi River, causing serious pollution of the river.
After receiving the questions assigned by the superiors, on September 23 of that year, the leaders of the Qianfeng District Committee issued two requests for timely disposition in the Standing Committee, and the district government immediately took the lead in formulating the work plan for closing the Anqi Paper Factory according to law. The Bureau of Information Management is responsible for stopping the supply of water and electricity for the enterprise; the District Environmental Protection Bureau is responsible for collecting sewage charges, strictly imposing penalties for corporate violations, and urging enterprises to close their operations. Kwun Tong Town is responsible for the implementation of real-time supervision of the company's legal closure.
However, on September 27th, Wu Xudong, deputy director of the District Economic and Trade Bureau, found that some of the electricity used by the enterprise was used together with more than 70 villagers, and the power grid had to be rebuilt on a household basis to completely cut off electricity.
Because of the trouble, Wu Xudong was fortunate enough to be jealous. He did not strictly urge the company to implement the power cut measures, and did not ask about the water cut work. Later, he did not follow up on this matter.
On October 30, Huang Shiyong, the director of the District Environmental Protection Bureau, believed that the Anqi Paper Factory had been closed and had not been verified at the scene.
On November 15th, before the district environmental protection bureau reported the situation, Deng Huasheng, the captain of the district environmental supervision law enforcement brigade, went to the scene to verify the closure of the company. Deng Huasheng saw Anqi Paper Factory close the factory door, and took several photos of the factory door closed outside the factory as evidence of the suspension of production.
The special meeting of the party committee of Kwun Tong Town clearly required the deputy mayor Xin Dafei to take the lead. Lei Bo, the director of the town safety production office, was responsible for real-time supervision of the enterprise. The Zhenan Office conducted two inspections every month and arranged the Anqi Paper Factory. The Yanyan Village and Jingdong Village cadres are responsible for daily supervision.
However, Xin Dafei, Lei Bo and others have seen that the factory door has not been put into the factory inspection after repeated inspections. In fact, the company has been secretly producing using the stove.
Although Yan Yancun and Jingdong Village cadres have drawn up a work plan, which stipulates that the village cadres should rotate on a daily basis, they are all signed on the check-in form on weekdays and have not been on the spot.
Moreover, in early November, Du Changlin, secretary of the Party branch of Jingdong Village, listened to the masses and told him that Anqi Paper Factory had resumed production. However, Du Changlin thought that he was only a village cadre, and he could not control the boss of the enterprise. One eye closed and one eye did not ask this matter, nor did it report to the town leaders.
In this way, the time is up until December 23, 2016, when the Law Enforcement Corps of the Sichuan Provincial Environmental Protection Department went to the Anqi Paper Factory for verification again, it was found that there was still an assembly line in the paper mill that was supposed to be closed according to law at the end of September.
