Western Development: Promoting Western Printing Industry (I)

The Central Government's decision to implement the Western Development Plan will bring tremendous development space to the economic and social development of the western region. To achieve rapid development in the western region, we must seize the excellent opportunity for the development of the western region. The western development areas identified by the Western Development include: Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Inner Mongolia, Guangxi, Xinjiang and other 12 provinces (regions). In addition, we will take care of the relevant policies of Xiangxi, Hunan, and Enshi, Hubei, as appropriate. The total population of the western region of China is 280 million, accounting for 22.84% of the country's total population, but its national land area accounts for more than two-thirds of the country's total. More than two-thirds of the national mineral resources are in the west, and more than 80% of land border lines are in the west, and more than 80% of ethnic minority populations live in the west. The vast western region, rich resources, numerous nationalities, a unique and magical ethnic cultural environment, a long and splendid national history and culture, rich and profound national literature ancient books, dazzling national literary arts, and colorful ethnic customs. The great potential of the publishing and printing industry lies in its development. This is a unique resource advantage in the west and an advantage for the publishing and printing industries in the west. The huge printing market in the west is increasingly attracting the eastern and foreign printing industry to advance.
At present, there are a total of 15,1955 printing companies in the country, and more than 20,000 in the western region, accounting for about 15%. In terms of business scope, it mainly focuses on publications and packaging and decoration companies. Judging from the nature of the enterprise, state-owned enterprises are the mainstay. Basically, a multi-type and multi-level structure in which public ownership is the main economic entity, including joint-stock ownership, private ownership, private ownership, and foreign investment, has been formed. Among them, there are 148 national fixed-point printing and printing enterprises and 101 provincial-level fixed-point factories. In recent years, the overall strength and quality of products have risen at a faster rate.
In the large-scale development of the western region, the western printing industry is also actively thinking about countermeasures and taking measures. How to take the opportunity of the large-scale development of the western region, promote the development of the western printing industry, catch up with the printing industry in advanced regions, achieve a fundamental transformation, form an international competitiveness, and participate in market competition are major issues that must be studied and resolved. This article discusses the issue of speeding up the structural adjustment and strategic reorganization of the state-owned printing industry in the west, and asks participating comrades to criticize and correct them.
In the May of the first year of the 21st century, the Chinese printing industry has enjoyed a great event and ushered in the Seventh World Printing Conference in Beijing. The conference established the theme of “The Challenge of the 21st Century Knowledge Economy to the Printing Industry”, in which the conference theme of “adjustment and integration of the industrial structure of the printing industry in the future” is bound to propose a new development in the development of the printing industry in the 21st century. Task: As the process of global economic integration accelerates, the new round of industrial restructuring across the world is stepping up. Accelerating the structural adjustment and strategic reorganization of the state-owned printing industry in the western region is imminent. In the past few years, if we do not step up the strategic restructuring and reorganization of the state-owned printing industry in the west, we will lose the opportunity for reform and development. The abundant print resource market in China will also be strongly impacted by the foreign printing industry.
Printing is one of the four great inventions we are proud of, but it is still half a century old as an industry development. The rapid development in recent years has made China's goal of becoming a powerful printing country around the world. The new century of China's printing industry will be even more brilliant. However, there are still some prominent structural problems in the development of printing industry in western China. Repeated construction and low-level construction have severely hindered the redevelopment of China's printing industry. The small scale of state-owned printing enterprises and the disorderly and vicious competition in the printing industry have resulted in an extensive and monolithic product structure. There is still a large gap between the world's advanced printing levels and the weak international market competitiveness is an indisputable fact.
According to the research report of the National Bureau of Statistics, the printing industry will become one of the 146 industries that have withdrawn from the state-owned economy. The printing industry has a control coefficient of 0.4988, ranking in the third category of advance and retreat categories. It is expected that the proportion of the state-owned economy in the printing industry will gradually decrease, and the stage for the activities of the non-state-owned economy will become larger. This also proves why the private printing industry has made great strides in the state-owned printing industry while it is struggling. Therefore, the structural adjustment and strategic reorganization of the state-owned printing industry in the west is an inevitable choice for deepening the reform of the state-owned printing industry, and is the only way to do a good job of the state-owned printing industry as a whole.
The 15th CPC National Congress, the Fourth Plenary Session of the 15th CPC Central Committee and the "Decision on Major Issues Concerning the Reform and Development of State-owned Enterprises" pointed out that the strategic adjustment of the layout of the state-owned economy and the optimization of the industrial structure are guidelines for the period up to now. The "Proposal of the CPC Central Committee on Formulating the Tenth Five-Year Plan for National Economic and Social Development" clearly states that to achieve sustained, rapid, and healthy development of the national economy, it is necessary to make strategic adjustments to the economic structure. To realize the leap-forward development of China's printing industry, it is an important and urgent task to fundamentally restructure and strategically restructure the state-owned printing industry in China.
I. Reasons and performance of the unreasonable structure of the state-owned printing industry in western China
(-) The profound impact of the traditional planned economy system.
The shortcomings of the printing industry formed under the planning system and the excessive distribution under the conditions of market economy and the excessive number of enterprises are the historical reasons that led to the unreasonable structure and layout of the state-owned printing industry.
Our country is in the process of transition from the planned economy system to the socialist market economy system. Some government departments and enterprises have not completely shake off the influence of the old system, and management is rigid, the mechanism is not alive, and the concept is old. Enterprises in the production and management, labor and personnel, income distribution, product development, scientific and technological progress, etc., did not establish an effective mechanism to adapt to the market economy, the lack of vitality and vitality of enterprises. There are many problems and drawbacks in the layout of the state-owned economy formed under the planned economic system. The wide distribution and the large number of enterprises lead to the dispersion of state-owned assets. The state-owned economy covers almost all industries and fields of the national economy. In many small-scale state-owned enterprises, their number of companies and employees in all state-owned industries is significantly higher than their proportion of assets, and their technical level is low, their scale is small, their labor-intensive characteristics are prominent, and many industries have suffered continuous losses for three years. the above. Due to decentralized financial resources and low investment, many large-scale enterprises generally suffer from insufficient funds, high debt ratios, and low vitality and competitiveness. The form of realization of state-owned enterprises is relatively single, the liquidity of stock assets is poor, and the overall quality is not high. In addition, the long-term extensive operation has kept the company's development stagnant.
The state-owned printing industry in western China, like many industries, faces structural obstacles. Repeated construction for many years, repeated investment has caused the printing industry to have a large scale, blossom everywhere, and a serious excess of low-level printing production capacity. In the past, state-owned printing companies did not shun business and “the emperor’s daughter did not marry”. However, the serious excess production capacity has caused many printing companies to start underemployment. The high consumption, high cost, and low printing technology content are the major problems in most Western-owned printing companies. fact. This is due to the long-term monopoly of long-term planned economy and the consequences of lack of competition. A large amount of repeated investment in previous years caused a waste of funds, delaying the timing of the upgrading of technical equipment. In the face of the strong impact of high-tech printing, it can only be sighed, not to mention the timely adjustment of the product structure. Wide distribution, a large number of various small printing plants springing up, eroding the large number of state-owned printing enterprises and the printing market, so that the state-owned Indian enterprises go from bad to worse. With regard to the disorderly competition of many low-level and small-scale printing companies with flexible mechanisms, the state-owned printing enterprises have shown their helplessness. Most publications printing companies in the western region are struggling to support the printing of primary and secondary school textbooks that are planned to be adjusted, but such protective measures will not last long. This fully reflects the urgency of structural adjustment and strategic reorganization of the state-owned printing industry.
(2) Low-level redundant construction makes the allocation of limited printing market resources more unreasonable.
The printing industry is now probably the easiest type of industry to intervene. Since the mid-1980s, the western provinces and districts have been blindly invested by local governments, and collectives and individuals have launched various types of small-scale printing companies that are not able to reach a level. . Until now, many printing equipments have remained on disc machines and lead turbines. These small printing companies have low levels of concentration, backward technological processes, small scale of production, poor quality of personnel, and the quality of products cannot be guaranteed. This type of printing company is not a sustainable development, lack of competitiveness. What is more, they disregard the legal and market constraints and resort to unscrupulous means to compete with the market in an unfair manner and cause confusion in the printing market.
Some people outside the industry feel that “we can print everywhere and can print anything.” This one-sided feeling also reflects the disorderly state of competition in the printing industry. This over-competitive behavior has blocked the market and divided the market with local government actions, which has exacerbated the difficulties in production and operation. At the same time, the local rich printing resources continue to flow out, high-grade printing products have flowed to the coastal and professional, large-scale, high-quality printing companies. This kind of low-level redundant construction that does not adapt to changes in market demand and low levels of overproduction have led to waste of resources and confusion in the printing market. Some customers are suffering from nowhere to find local high-quality printing companies, but most of the local printing companies are gloomy because of the severe shortage of printing business. This is a concentrated manifestation of the cause of the state-owned printing industry, which has been declining for many years and is still struggling today. If it is not diagnosed and treated as soon as possible, the condition will deteriorate. (To be continued)
